I am commanded by the Army Council to acquaint you that it has recently been brought to the notice of this office that, under a Water Ordinance dated 5th September, 1902, the price charged by the Colonial Water Authority at Hong Kong for water supplied for War Department properties on the higher level at that place, and at Kowloon, has, in common with the charge to the Civil community, been increased from 25 to 50 cents per 1,000 gallons,

I am, however, to state that, having regard to the fact that this Department are large consumers of water within the area in question, it is thought that some more favourable terms than those accorded to the ordinary consumers of the Civil population might, in equity, be afforded to the Department; and it is therefore hoped that this matter may be favourably considered, with a view to some reduction in the present charge being made according to a scale of consumption.
